Christopher G. Bubb
Chair, President
Christopher Bubb, is an Assistant General
Counsel at AOL where he manages the
Compliance and Investigations Unit which handles all issues relating to compliance with law
enforcement requests, out reach, and training. Mr. Bubb provides legal advice and guidance
on issues arising from the PATRIOT ACT and other federal and state laws relating to Internet
and computer-related crime. He also provides review and analysis of pending state and federal
legislation.
Prior to joining AOL Mr. Bubb was a
Supervising Deputy Attorney General in the New Jersey Attorney
General’s Office, Division of Criminal Justice for over 16 years. He founded the Computer Analysis
and Technology Unit in the Division of Criminal Justice which investigated and prosecuted Internet
and Computer-related crimes. He was also the inaugural Fellow in Computer Crime which was jointly
established by the National Association of Attorneys General and the United States Department of
Justice, Computer Crime and Intellectual Property Section. Before his involvement in the field
of computer related crime, Mr. Bubb was assigned to investigate and prosecute organized crime,
corruption, and narcotics cases.
Mr. Bubb has participated in numerous programs on Internet and Computer-related crime on behalf
of federal, state, and local law enforcement, and was a contributor to the Electronic Evidence
Compliance – Guide for Internet Service Providers, Berkley Technology Law Journal, and
Prosecuting Cases that Involve Computers, a resource CD produced by the National White Collar
Crime Center.
Michael Standard
Vice Chair
Michael Standard is Senior Counsel for SBC Internet Services in San Antonio, Texas. He provides legal support for all
aspects of SBC's Internet operations, including matters of intellectual property, customer care, Internet security, contracts,
legislative initiatives and litigation management.
Mr. Standard was Senior Counsel at Prodigy Communications Corporation
in Austin, Texas prior to SBC's purchase of Prodigy in 2001. Before joining Prodigy, Mr. Standard had his own firm in Vail, Colorado, where he counseled clients on matters ranging from employment law to software licensing.
Prior to being elected Vice Chair, Mr. Standard Chaired the State
Policy Committee for US ISPA.
Mr. Standard received his B.B.A. and J.D. from the University of Texas.
Thomas Dailey

Mr. Dailey
is General Counsel of Verizon Online Services, which was formed by the
merger of Bell Atlantic Internet Solutions and GTE.net LLC. Verizon
Online provides DSL, dedicated and dial-up Internet access services,
and a variety of IP-based integrated messaging and web hosting services
to the consumer and small business markets. Verizon Online is one of
the largest fee-based Internet access service providers in the United
States. Mr. Dailey is the chief legal officer for Verizon's retail Internet
business and is responsible for all legal matters affecting Verizon
Online, including issues involving business development, network security,
privacy, copyright compliance, contracts management, and litigation.
He also is responsible for all legislative, regulatory and external
affairs matters, including the review and development of state and federal
legislation.
Prior to
joining the Verizon Online, Mr. Dailey was General Counsel to Bell Atlantic's
operating telephone company in Vermont, where he was responsible for
providing legal and regulatory advice on federal and state telecommunications
matters. Before joining Bell Atlantic, Mr. Dailey was an Associate with
the Boston law firm of Goodwin Procter and Hoar, where he specialized
in commercial litigation, and employment and labor law.
Mr. Dailey
is a frequent speaker at Continuing Legal Education seminars and other
programs on Internet law and policy issues, and is the co-author of
an article published in 2000 in the George Mason Law Review entitled,
Non-Regulation Of Advanced Internet Services.

Baker
Director
Dave Baker
is Vice President, Law and Public Policy for EarthLink. With almost
5 million subscribers, EarthLink is one of the nation's largest Internet
Service Providers. Mr. Baker leads EarthLink's public policy initiatives
in areas including privacy, broadband access, intellectual property,
taxation and law enforcement issues. He served as Commissioner and Chairman
of the Georgia Public Service Commission from 1994-1998.
Reflecting
EarthLink's bi-coastal nature, Mr. Baker serves as a Director of the
Georgia Electronic Commerce Association (GECA), and is Chairman of the
California Internet Service Providers Association (CISPA).
Karen Possner
Director
Karen B. Possner is Vice President for National Security
& Strategic Policy in the Washington, D.C.
office of the BellSouth Corporation. In
that position, she is responsible for representing BellSouth before the
executive branch, the Federal Communications Commission, the Congress and
industry groups on a variety of issues including national security and
emergency preparedness, critical infrastructure protection, E-commerce and the
Internet, privacy, CALEA and fixed wireless matters.
Prior to joining BellSouth in 1985, she was a Division
Manager at Bell Communications Research in its Washington,
D.C. office where she had primary
responsibility for analyzing Federal legislation affecting the seven new
RBOCs. Prior to joining Bellcore, she
directed NTIA’s Domestic Policy Program from 1981-1983. From 1975 to 1981 Ms. Possner served on the
staff of the House Commerce Committee's Subcommittee on Communications. Originally hired by the Subcommittee's first
chair, Rep. Torbert H. Macdonald (D-MA), she also served throughout the tenure
of chairman Lionel Van Deerlin (D-CA) and during the transition to chair
Timothy Wirth (D-CO). Ms. Possner had
primary responsibility for legislation concerning cable television, rural
telecommunications, executive branch reform and privacy. In 1975, with former FCC General Counsel
Henry Geller, she co-authored a study entitled "Cable Television: Promise
Versus Regulatory Performance," which led to fifteen days of hearings
examining the FCC's regulatory treatment of the emerging cable television
industry. Ms. Possner also served as a
research associate at the RAND Corporation from 1973 to 1975 and as an intern
in the office of FCC Commissioner Nicholas Johnson in 1973.
She received a B.A. in political science and an M.S. in
speech from the City University of New York, Brooklyn
College, and a Ph.D. in speech from
the University of Iowa.

Ryan
Director
Mr.
Ryan joined America Online Inc. in January 1996, and presently
serves as Vice President and Associate General Counsel. He heads the
Compliance and Investigations Department where he is responsible for
the development and implementation of Policies and Processes to
combat illicit activities on AOL Services. Mr. Ryan also serves as
the Liaison with Law Enforcement to coordinate investigations and
prosecutions of criminal activities including offenses against
minors. He leads the industry in training of law enforcement on
Sources and Methods for Solving Internet Crimes.
Prior
to joining AOL, Mr. Ryan was the Director of Investigative Affairs
at AT&T Wireless in New York. There he was responsible for
developing strategy for prevention and enforcement efforts against
wireless fraud. He also worked for fourteen years at the Office of
the District Attorney in Bronx County, New York where he served as
the Assistant District Attorney and Chief of Major Offenses.
Mr.
Ryan received his B.A. from Fordham University and received his J.D.
from St. John's University School of Law.
