Elizabeth Banker

Elizabeth Banker is Associate General Counsel for Yahoo! based in the Washington, DC office. Ms. Banker currently manages Yahoo!’s global law enforcement and civil subpoena compliance function and related public policy issues. Prior to moving to the DC office, Ms. Banker worked at Yahoo!’s Sunnyvale, CA headquarters for 5 years managing the law enforcement and product regulatory compliance areas.

Prior to joining Yahoo!, Ms. Banker was an associate in the Washington, DC office of

Steptoe & Johnson LLP, where she focused on assisting clients with issues related to U.S. and international regulations and policy related to encryption, computer security and infrastructure protection policy, electronic signatures, and privacy. Ms. Banker served as the Assistant General Counsel of the President's Commission on Critical Infrastructure Protection before joining Steptoe & Johnson. As legal counsel for the Commission, Ms. Banker was charged with developing legal and policy recommendations to protect critical infrastructures -- including telecommunications, banking and finance, power systems, and transportation -- from disruption as a result of computer crime, cyberterrorism, or physical attacks.

Ms. Banker has been involved in a number of activities related to technology law including serving as an adjunct Professor of Law at the Georgetown Law Center, participating on the steering committee of the Information Technology Study Group, representing Yahoo! on the Board of Directors of the Internet Content Ratings Association, and acting in an advisory capacity to the President’s Export Council Subcommittee on Encryption and the U.S. Department of Defense, Defense Science Board.

Ms. Banker received her B.A. from Northwestern University. She is a summa cum laude graduate of the Catholic University of America Law School and has a masters degree in Philosophy from Catholic University’s School of Philosophy.
